TAPE Executive Committee:
President: Dr Willis Mackey, Judson ISD – Dr. Mackey serves as Superintendent to Judson ISD. He previously served as Assistant Superintendent of Beaumont ISD. In the past decade he also was appointed Superintendent of the Port Arthur, Navasota and Newton Districts. Dr. Mackey has been highly involved with other statewide organizations such as Texas Association of School Administrators and has been a great advocate for community engagement at all levels.
President-Elect: Mary Ann Rojas, JobSource – Mary Ann Rojas is recognized for her collaborative style and ability to bring individuals and groups together to develop winning solutions for a common purpose. She has 15 years experience in workforce development of which ten of those years she served as Executive Director for workforce boards in Lubbock and Corpus Christi. She has also owned and operated Job Source, a company providing career counseling and supported employment services to Texans with disabilities. While at the helm she transformed and raised her organizations to premier status in their regions and has received numerous awards for her leadership and commitment to improving communities. She has lived in North Texas, the South Plains and Southern parts of Texas. She and her husband recently moved to Central Texas, (Temple) where they work and plan to retire. She is a graduate of Midwestern State University in Wichita Falls, has 2 daughters and one granddaughter.
VP Programs: John Spence, Texas Center for Service Learning – John Spence is director and co-founder of the Texas Center for Service-Learning, a statewide initiative of Region 14 Education Service Center and the Texas Education Agency (TEA) that seeks to make service-learning a common experience for all Texas students. He served as a founding member of the State Education Agency K-12 Service-Learning Network (SEANet) and the National Service-Learning Partnership. During his 10 years with TxCSL he has presented on service-learning at state, regional, national, and international conferences, and he co-authored Reflection: A Guide to Effective Service-Learning as part of the National Dropout Prevention Center’s “Linking Learning with Life” series.
VP Membership: Linda Jones, Texas Southern University – Linda Jones is a long time TAPE member and student advisor at Texas Southern University.

Secretary: Angelica Adams, Communities in Schools Houston- Angelica Adams serves Communities In Schools Houston (CISH) as its Director of Strategic Partnership. Throughout her 12 year tenure with CISH, she has had the opportunity to serve children as the Director of Project MOVE (Mobile Operations Vehicle for Everybody) mobile wellness program, where she established relationships with the dental, medical, and educational communities so that under-served children receive free dental and medical care. Since MOVE’s inception, more than 15,000 children have been served. In 2005, Ms. Adams was promoted to Director of Partnership, overseeing more than 300 partnerships. Other affiliations include Anti-Defamation League- Community of Respect and Leadership Houston.
Treasurer: Jose Guerrero, North Texas Higher Education Authority – Jose Guerrero has responsibility of managing company relationships and education outreach efforts in the southern half of the state. Mr. Guerrero is a graduate from St. Edwards University and the son of a migrant worker. He was the first in his family to graduate from high school and college and has spent the past 27 years helping families finance higher education, first as a work-study student in college and then as an officer for several lending institutions. He has served on several boards including the Texas Guaranteed Student Loan Corporation TUG Board, Texas Association of Student Aid Officers Sponsors Committee, and the UT Brownsville Gear-Up Board. He currently serves on the Texas Partners in Education (TAPE) Board, The Association for Texas Lenders in Education (ATLE) Board, The Austin Chamber FAFSA Advisory Committee for Closing the GAP, and the TG Lender School Advisory Board. Mr. Guerrero is married and has four children.
Past President: Zenda Bennett - Zenda Bennett served as the Community Partnerships Coordinator in Pflugerville ISD. She was responsible for developing partnership programs, managing the district volunteer program and serves as the executive director of the Pflugerville Education Foundation. Her work experience in business management and development, along with years of experience with program and volunteer management, training and group facilitation, and event planning, gives Zenda a unique perspective on partnerships. Raised in Rochester, New York, Zenda graduated from Hampton University.
